Cal argues that a compelling career often has complex origins that you do not just follow your passion. Focusing too much on something you don't even know for sure is just frustrating, leading to hopping from job to job. It sounds persuasive for me that focusing on developing certain skills is likely to make you love your job and finally find your passion as a result.
Warning: It takes time, and the book goes far beyond this argument. You should read it before doubting immediately.
