I am not sad or disappointed looking at these facts, knowing that environmental treaties and summits rarely worked as they were expected. Apparently, states always hesitate to fall behinds (Prisoner’s Dilemma-ish model proves it so true again). A bit different from the author’s view, I think we can ask how the slope would have been if there had not been any little efforts like these. P / s : In this manner, maybe coVID-19 is likely to flatten the CO2 emission line for awhile.
