"All the conferences and agreements on global warming have so far failed to curb global greenhouse gas emissions. Emissions go down only during periods of economic crises.Thus the small downturn in emissions in 2008-9 was due not to the signing of the Copenhagen Accord, but to the global financial crisis."

I am not sad or disappointed looking at these facts, knowing that environmental treaties and summits rarely worked as they were expected. Apparently, states always hesitate to fall behinds (Prisoner’s Dilemma-ish model proves it so true again). A bit different from the author’s view, I think we can ask how the slope would have been if there had not been any little efforts like these. P / s : In this manner, maybe coVID-19 is likely to flatten the CO2 emission line for awhile.
